I think if the server is running a workshop map the client does not have, they 
should either be automatically subscribed or the map should be stored in a 
temporary cache, not the default directory for workshop maps.

Alternatively, the maps folder could contain some sort of version number in the 
path, but that could get out of hand real quick.

I don't think you need to ask the user to update.  If its a map in the workshop 
directory they would have had to be subscribed if they didn't get it via the 
server.  In which case it would auto update.  In general it would be nice if 
the client auto updated workshop folders if they differ from the servers with 
some sort of checksum verification.
