If the server is running a custom map group with workshop maps included,
it's not downloading the maps from Workshop, it's downloading them from the
server because without a collection ID (which is NOT put into a mapgroup
file) the client has no directive to download the map from Workshop.
Workshop maps are only downloaded from Workshop when the server is running
a collection. The files that the server has included may very well have
been downloaded from Workshop originally, but it doesn't mean they will be
valid on every clients machine (which they would be valid on EVERY machine
if the server operator stuck to using Workshop). You are probably right in
what can and can't happen, but the fact is OP is trying to build a
community, not a server that only allows half it's potential clients to
connect to it.

I appreciate your experience but your community has so few connections
(your top server out of 10 total is ranked #2449 of all CS:GO servers
worldwide with peak of 12 simultaneous connections over the past month,
average of less than 4 simultaneous) and next to no public presence (less
than 300 members of your PUBLIC group that has been in operation since
early 2010) that it would be very difficult for you to truly gauge how
clients are effected when you try to outsmart the system. Not to mention no
one should be taking your advice considering you proceed to bash every
single other CSGO community out there in your forums (Here, I'll do you a

It's better off to just keep things simple, build a consistent client base
THEN attempt to be a smarty pants when you can afford to lose a few
connections.

are in this email group "solving" your problems. Yet, even though we are
all such crappy server owners, our communities are populated by people who
