Not really, and for 128 tick to even work to it's full potential everyone on 
the server would need to have a stable 128+ fps. Personally I run my server at 
64 tick with these settings and so far there's been no problems:

sv_minrate 128000
sv_maxrate 128000
sv_mincmdrate 64
sv_minupdaterate 64
sv_client_cmdrate_difference 0
sm_cvar sv_client_min_interp_ratio 1
sm_cvar sv_client_max_interp_ratio 1
sv_clockcorrection_msecs 0 //settings this to 0 could be risky since 0 isn't 
really ment for online play but personally I've had no problems with 0. Use 15 
if you don't want to take chances.
sv_maxusrcmdprocessticks 0 //I use SMAC Anti-Speedhack (along with other SMAC 
modules) so I don't need the built in speedhack protection that's less 
effective and more prone to cause lag.

Consistent rates between clients is far more important than tickrate.

There is some REAL gain between 64 and 128 tick servers, or it's just placebo?
I vote for intel, srcds isn't "multithreaded", then more computing performance 
per core, better.

host_sleep is default 0 and is cheat protected cvar. What you say about 128 
tick servers isn't true. I've ran one since CSGO came out and never encountered 
any issues with it.
