Seems so, but it's still completely unacceptable... the bug has existed for at least a year now. At the least they could have an option to disable lobby system for a server 100% (like in L4D series), which could at least be a workaround. Or some kind of heartbeat that reestablishes lobby reservation if it gets lost. Or SOMETHING.
Doubt it would take that much time to fix such a glaring bug in this game.
