We also experienced this issue on all of our servers today and had to 
restart srcds to resolve the issue.
Very frustrating.

Same prob this evening (in germany):       All or servers and also other 
greater publics arent 'joinable'       until the server get stopped and 
restarted.

      Is there any other solution how to 'bypass' this problem or how to    
   solve this without(!) rebooting the server?

        But i dont flame Valve cause they are on a very good way with       
  CS:GO cause they do more to fix bugs and try to prevent bugusing         
then in 1.6 ever happened. :)
