I know your problem, because I have people playing at the time of the restart, too. But IMO it's better to send them a message - "In order to keep the best quality and stable tickrate, we need to refresh our servers. We'll be back in a minute!" - than wait for process to become enormously large and unstable. I know it's a workaround and not a solution, but since there is no fix from Valve, I think it's the best what I can do.
