It's very annoying. Right now i had 1 server "could not join server, session is full" even though there were 5/24 players in it! Restarting the server fixed it but how the hell CSGO does NOT obey server listing like every other valve game? They let people in, if there are slots free but no, not CSGO. Instead people can't enter, even though there's lots of free slots while Steam is stupid and thinks it's full.

It was stuck on the pre-loading screen (with the terrorist in the background, not showing the map name yet), so I brought up the console and it was trying to connect to the local IP of the server (192.168.x.x:xxxxx). As you say, restarting the server allowed me to connect with method 1 again.

How does everyone else connect to your servers? Does everyone just use the community browser, since it is most reliable?

It's so retarded! DoD:S, TF2, L4D and all the other Source games have no problem with this.
