To clarify.. -20 is highest, 20 is lowest. It's reverse thing.

first you need to install a task-manager like utitily. I prefer
htop, but you can use top.
Then you find out the Process-ID of the CS:GO server, and run the
following command as root:
# renice -20 <pid>
That should help to get a more stable tickrate.
