Well I cant even run a 32 DM 128 tick server on a E5-2687WV2 without it hitting almost 100% CPU.

Architecture is also extremely important. An E5-2609v2 @ 2.5GHz came out in 2013. A Pentium 4 @ 2.5GHz came out in 2002. They're both 2.5GHz but nowhere near the same in architecture. OS/Distro also plays a role. Tickrate is also a large part of it. You can run more slots on the same server with lower tickrates. Also, when you say 55% CPU, what is that number coming from? If it's the "stats" command that's nowhere near accurate. If you're using some form of task manager (windows task manager, top, etc) then check if that "55%" is 55% of the core or 55% of the entire CPU. What OS/Distro?
