Well now maybe the server hosters needs to take some action to make sure their clients are following Valves rules..I mean, isn't it partially their responsibility to make sure their clients not breaking rules? But its a bit difficult for them to check hundreds of servers if they running plugins that break the rules.But informing clients via mail is very much possible.
