I monitored some stuff and this is the results.

[1214/183838:ERROR:backend_impl.cc(1997)] Corrupt Index file
[1214/183838:ERROR:cache_util_win.cc(20)] Unable to move the cache: 5
[1214/183838:ERROR:cache_util.cc(132)] Unable to move cache folder
C:\Users\7\AppData\Local\Steam\htmlcache to
C:\Users\7\AppData\Local\Steam\old_htmlcache_000
[1214/183838:ERROR:cache_creator.cc(127)] Unable to create cache

It also dumped to two files:

assert_steamwebhelper.exe_20151214183837_2.dmp
assert_csgo.exe_20151214183836_1.dmp

Which both have the Exception code "not found"

So making a wild guess here the ingame browser is trying to access some
cached stuff and its not there, resulting in a crash?
