Is the layout structure tabular data? No. CSS will do it. Making the change from table to css base layouts may be hard, but it's worthy. You will have headshakes. A lot. The learning curve his somewhat slow, if you have time, do it. If not... well... your client have a site that sooner or latter will start to break apart. So, best stay closer to standards as possible I believe, and that means, doing with CSS what is to be doing with CSS and with tables, what needs to be done with tables. The question you just ask, seems to be quite wide on possible answers hence, it will conduce more to a discussion than an investigation so, I do believe a simple search on google like "css vs table layout" may give you some resources. :-) Anyway, if you try do to CSS and get your hands dirty, this list and other places, can help you and ease, as possible, the necessary learning curve.
