I think that the latter is not strictly true. The following is a link
to an HTML file stored on Dropbox. If followed, a line-numbered
listing of the source file will be displayed. But if you then follow
the "Download" link, the file will be downloaded and then opened
in the browser (at least, this works for me), assuming that you
select the option "Open with ..." rather than "Save as".
