Yep. This is normal. They've recently started checking almost EVERYTHING whereas before you had sort of a lucky draw about whether they checked the contents of your package or not. When you pickup the book you should get a SARS statement which shows why they're charging R45. It sounds like the value of your purchase was over $100?
