Only R45 on a R400 purchase? That seems quite low - AFAIK the normal rate is 20%, which is basically 14% VAT plus a percentage for some arbitrary reason. The other way of looking at it is that they are just levelling the playing field for local distributors who have to pay VAT; I don't agree with levying VAT on books, but they are being consistent at least.
If you operate your own business (e.g. you work as a contractor) then you can definitely take technical books off your tax return; if you are salaried then you are stuffed - the salaried professional is SARS favourite cash-cow because there's nothing you can deduct. Their attitude is that if you need something to do your job, then your employer should be paying for it, not you, so you can't deduct it. Try telling your employer that you need books to do your job better!
