At my previous company I had a development farm of 70 dual Xeon servers with 3 TB of emc2 data. That whole setup cost us $1M. We could run the world's traffic departments with that system with servers to spare.
We also only used Oracle to run the whole company's services to 20 million customers. I can try and find out what the fees were, but I doubt eNATIS comes anywhere close in licensing requirements...
