At Taylor Public Library, reserves count against your circulation limits--2 items for the first month after you get a card, and 10 items at a time thereafter.  We will only hold books for 1 week.  Because of these limits, there is currently no problem with reserves here.  So, you could have 7 items checked out and only 3 reserves, according to our policy.
 
At one of the past libraries I have worked, cost of postage notification is part of the reserve system and would be added to the patron's account, which served amazingly well to limit people.  Other libraries I've worked at have a limit of # of reservations at a time per library card.  This is a policy issue.  It can also depend on your circulation system--more sophisticated systems will manage the reserves and tell you when to pull items off the reserve shelf or when the item moves to the next person in line.
 
If there is a specific person abusing reserves, talking to that individual may or may not help.  Do you really have space to hold 14+ items for any patron?  Whatever you do, it must be consistent and fair.

What does your library do about reserves or holds when a patron asks for many (14 or 15) and then looks them over & chooses only one or two to check out?

 

Do you charge a small fee (25 cents or so) to reserve a book, and does this stop the overzealous users?

 

One of our librarians wants to know. Her staff has been feeling frustrated lately with patrons who seem to be abusing this service.
