Canada is officially a bilingual country (French and English) at the
federal level - in other words, all federal government services must be
delivered in both official languages - so that a French-speaking person
travelling to a national park in Alberta, for example, can get service
in French. Also, there are packaging laws so that products, such as
cereal boxes, are written in both official languages.
However, provincially, it is a different matter. Some provinces are
uninlingual, notably Quebec, which is primarily French-speaking. There,
provinically, French only is the official language. New Brunswick and
Ontairo are bilingual provinces.
So, the language issue here in Canada has caused huge grief over the
years - language can be very devisive. For example, there are
'separatists' in Quebec who would like to 'separate' from Canada and
create their own country. What the separist Quebec government did was
introduce the infamous Bill 101 which allowed only French signs on
streets - for example, a Chinese restaurant's sign would have to be in
French. I think Chinese or English could also be posted, but in small
lettering. This, of course, caused an uproar in many predominately
English- speaking communities in mainly Western Quebec.
The French, both here in Canada, and in France, are notorious for
protecting the 'purity' of their language. For example, it is
officially wrong to use such English words as hamburger, internet, fax,
etc. etc. etc.
Now, I think with the huge expansion of Western English culture, this
may not be a bad thing. I think it is important that other cultures are
perserved.
On the other hand, here in Canada, there is a whole generation of young
French people growing up to speak only French. They will be isolated in
the wider world for that, and some of them are starting to rebel now,
because they want to speak English to participate in such things as the
internet, and to speak English when they travel.
For better or worse, English is becoming the predominate language for
travel and the internet. Centuries ago, French was considered the
'diplomatic' language of the world for government exchanges and for
travel. French went into decline this century to be replaced by
English.
Personally, I think everyone should speak a few languages - notably
Latin, which isn't taught in schools anymore, French, Spanish, and an
Asian language, such as Japanese.
If more people spoke more lanuages, there wouldn't be so much strife in
the world. Perhaps, though, English, through the internet, will have
open borders.
