I worked for the military for 15 years.  Let me tell you about a couple of
incidents that greeted me on my first job with them.  I was working at
Andrews AFB.  Our generals at that base lived in what was referred to as
"farm quarters."  I don't know how many there were, but we had several
"emergencies" where we sent men and trucks downtown to take care of top
priority problems.  The first one was when one general's wife found out that
another general's wife had a doorbell that went ding-ding at the front door
and ding at the back door.  At her house the bell just went ding at front and
back.  Talk about an emergency.  The other was when a general's wife was
giving a party, and discovered that she was out of the pink and purple polka
dotted toilet paper that matched the pink and purple polka dotted bathroom
facilities that graced the guest bathroom.  Again the heavens trembled.  When
you take about managing the military and the funds to do it, remember that we
have scads of these generals and their wives.  Many, many more than we had
when we fought World War II.  Remember the fiasco during the Vietnam Conflict
when the entire logistics program was inoperable because the supply computer
went down?  Nothing could be ordered because the computer was down--not even
the parts to fix the computer.   Catch 22 isn't just the title of a book and
movie.  It's sitting happily next to every military situation we have.
During the Gulf War the powers that be joyfully made their troops chronically
ill for the rest of their lives to protect them the enemy.    Then (if you
will notice) they denied everything they did.  They're still in denial.  It's
just stress you know.  When I say Clinton "didn't know," I'm saying that no
one who has not served in the military can truly understand that the military
is not a force of patriots avid  to protect God and country.  It is a
self-perpetuating institution that will lie, cheat and steal to keep its
brass shining.   Are there men in there whose aim is to protect God and
country.  Of course there are.  They don't get many promotions, but they're
there.  They spend a lot of their time making sure no one suspects their real
motives.  If you served in Reagan's time, we were still girding for a war
with Russia.  We were following the advice of the CIA which seemed to be
misreading the situation entirely.  Perhaps Reagan should just have analyzed
the situation himself.  Why would he have taken the advice of those he was
assured were the "experts."  All presidents are in the same boat.  The top
brass advise the president as to the military situation.  Now he can ignore
their advice, but he seldom does so.  The harping by political elements who
are insisting the military needs weapons for which it denies requirement does
not mean that a situation is being badly handled.  It means they have friends
in the arms business who want more profit.  Prudy
