Yes, I think it's the same bug. It seems nobody else uses my work-around:
use keyboard commands (including f.unfocus) to switch to next workspace and
back. After that, keyboard focus goes where I expect it. It's pleasanter
and seems to be more reliable than moving the mouse around.
(I am not sure I have tested all possible cases.)

I definitely have it on Firefox on F22+ctwm, on two machines.
I think the same bug is there if I use openbox instead of ctwm, but I have
not had time to do exhaustive exploration.

Perhaps I should try recording a fedora bug. Anyhow, this does not seem to
be a ctwm bug. Perhaps only ctwm supports my kind of workaround!
