How 'bout a quick-and-somewhat-less-than-recently-washed solution:
"Tab" = m : all : f.menu "TwmAllWindows"
It's not perfect - i.e. it doesn't work exactly like the Windows
equivalent - but it supplies the list of windows and a means to
navigate between them. Alternatively TwmWindows, of course.
P'nally I'll stick with
"Tab" = m : all : f.warpring "next"
"Tab" = s | m : all : f.warpring "prev"
.. but if yonder OP prefers something else, who am I to deny.
