Agreed. FME, the problem most likely is between the modem and client. It
seems like a Charter modem will not initialize *unless* there is a client
to receive a DHCP address. Does this make sense?

Make sure you have a machine (system or router) connected to the modem
that can receive an IP address via DHCP and *then* power cycle the modem.
That's what we have to do with our clients that change equipment.
