I used to install cable modems for charter here in STL and for a company called Knology, in Panama City Florida. If you by a signal level meter it will need to measure digital signals and also signals as high as 1000MHz. If I remember right charters downstream signal is around 850 MHZ for internet. The reason I say this is because it will cost you a pretty darn good penny to by an SLM that can meet these requirements just to check your downstream data signal. This is why I say to hook up directly to the line coming in your house because if the problem is outside, you don't have to pay charter to make a service call to your house and, they are required to make sure the signal hitting your house is good so, if you aren't home they still have to check outside.
