A different Robert here, My cable IP hasn't changed in month's and the last time it did was because I had it off line for a few days. Even though it's dynamic, you generally have it for months until there's an outage or something. I have a web page and opted for static on DynDNS so I don't have to get the emails reminding me that my info is 30 days old.
They used to charge you $10.00 if you didn't have cable TV service (I used to install cable modems). I don't know about the DSL modems but the cable modems have a diagnostic page that you can use to troubleshoot connection problems. I've used bit torrent from time to time with no problems from them either.
