Well, i'm sure there's many ways to do it.  I even thought of a few
variations while writing my steps.  I'm no gimp expert but I use it a
fair bit so I can usually get a job done.  I'm sure there are
faster/more efficient ways to do it with layers as you mentioned in the
first post.
