Absolutely not. But the GIMP does have some unique features of its own, 
such as excellent scripting.

Search google for "gimp UI" or "usability" to get a sense of what 
people think. Things are improving, but, especially for people moving 
from PS, the learning curve can be harsh. There are third-party 
attempts to make it more like PS (for better or worse):

Native CMYK is "on the way" or "experimental" and certainly not 
integrated.

The GIMP can import and export SVG now but it is still primarily a 
bitmap image editor.

graphics alternatives for Linux. The current best one is "Inkscape":

Don't waste your time trying to use the GIMP in a print environment. It 
is fine for web graphics though.
