I don't think there are any FOSS tools to edit pdf. Scribus can make pdf forms but it can't edit pdf. I filed my taxes on line for both 2003 and 2004 and then printed the result (which had to be mailed in as a confirmation) to postscript. Both federal and Missouri on line services worked OK. I used Mozilla at that time.
