Hello Robert:

  Probably the easiest way to do this is to use Kppp (since you are
using Kde). Other than that Wvdial may be useful. Unfortunately all,
my  ppp experience of the last few years has been with
Net/Open/FreeBSD.  I am confident that Debian has a native ppp
configuration tool.
