When we used minicom to talk to the city's ISP (MORENET,) the wait time 
from CONNECT to the first welcome screen was a long time. 30-90 seconds. 
I suspected it was waiting on an available unix/linux server to connect 
to from the modem bank. When we attempted to time this interval using 
Robert's iPod, it timed out several times. Probably higher usage in the 
afternoon. Anyway, we definitely have to put a pause in the script after 
connect for the city's ISP. I don't recommend using the city's ISP for 
T/S or triage of modems.

How many phone lines are there at BW? Can you call out and back in the 
other line?

The best bet would be to set up a reliable server+modem with the 
pppd+mgetty server. That way you can control the environment [1] to test 
the modems with. Or use a reliable ISP as Robert mentions.
