Paul, I download the cx_Freeze file and copy it into the folder that I name 
(python35)
And ran a command prombt and got into that folder and (type:  pip install 
cx_Freeze
Did I do everything right (or) not?

So you didn't do "pip install <the wheel file you downloaded>" as
Thomas suggested. Please rerun this command replacing cx_Freeze with
the full pathname of the downloaded wheel file.
