Thanks for your legal check - I paid a range bill in person yesterday, and
the person who dealt with me was a former pistol shooter, and disabled
himself.  He said more or less the same - the MOD is very much into equal
opportunities and non-discrimination, and has to provide access to ranges
for disabled, and in particular, wheelchair bound shooters.
Please forward this to Cybershooters:

Concerning disabled shooters, I have received two directives following our
recent difficulties, both of which are worrying.

1.  has anyone heard of MOD 'risk assessment policies'?  Are
disabled/wheelchair shooters in breech of them?

2.  health and safety regulations?  If the MOD are quoting them as a get-out
clause, they are stating that they are bound by civilian regulations,
leaving them wide open to criticism from the disability lobby, IMO.

3.  has any RCO ever had to complete a risk assessment form for ANY disabled
shooter prior to starting a range?  Apparently these have to be completed
'for health and safety reasons'.

4.  has any wheelchair bound shooter ever had to report to the range warden
for assessment and directives - if they can get into the range office
without a ramp?

As we have had disabled shooters on the range for years, and wheelchair
shooters for more than two years, I fail to see why we are suddenly having a
problem.
