Martin,
I would argue that landowners, like the MOD on behalf of the tax
payer, have a common law duty to contribute to the defence of the realm "
according to their condition".
Therefore the MOD must allow the militia, i.e. the able bodied citizenry,
access to practice facilities.
The fact that the MOD set the standards for range construction is evidence
for this.

Actually thinking about that I wonder whether having the MoD involved in
range approval is a good idea anymore, as they insist on following the
NATO template that is completely unrelated to most types of target shooting.
Can someone remind under what Act they do the approvals, I remember it's
something ancient?
