I have checked into this, the MoD has to comply with civilian
laws like everyone else if civilians have access.
Anything submitted for building/alteration since last October
has to have disabled access.
In practice what this means is that if the MoD builds something
or alters the range and it is used by civilians they have to
provide disabled access.
If it is a pre-existing range they don't, but obviously over
time this will change.
The MoD may have a different view but this is what my lawyer
(who specialises in construction) says.
