I have a concern about this debate in that civilian shooters as a whole
could be at risk of loosing access to particular ranges. If it is likely to
incur building costs then are the MOD at liberty to simply saw "Sorry, the
range is no longer available for civilian use"?

There is no requirement that I am aware of for them to retrofit ranges -
only if they modify the range or build a new one. So I don't think that
will be an issue.
