A charity raft race in the small town of Ellon near Aberdeen was last month
threatened with a large policing bill, but this was withdrawn after
significant adverse local publicity. This suggests to me that a principle of
the organisers having to pay for a police presence at events does exist.

I don't think these are particularly good comparisons, because the police
are providing a service in these instances.  You don't have to have
police officers on your football ground or wherever.

You HAVE to have a firearm certificate regardless of how good your reason
for having a rifle is, by Act of Parliament.  This is not a service, it
is a mandated control, therefore some of the costs should fall on the
public at large at least.
