It used to be that the club paid for any and all police INSIDE the ground,
but that any and all police OUTSIDE the ground (even if just two yards away
from the turnstiles) came out of the ratepayers' pockets. Thus the move to
stewards, now, inside the venue.
So police escorting supporters from a coach park would be paid for from the
public purse.
