An update - I found a folder on my system called /usr/include/tcl8.4/  It
contains various header files so it looks as though tcl84.dll was probably
installed at some stage.  There's also some documentation including a file
called tcl-8.4.19.README which contains this telling information:-

" Tcl provides a powerful platform for creating integration applications
that tie together diverse applications, protocols, devices, and frameworks.
When paired with the Tk toolkit, Tcl provides the fastest and most powerful
way to create GUI applications that run on PCs, Unix, and the Macintosh."

Given that QT4 aims to do the same thing, this kinda reinforces my suspicion
that installing QT4 has somehow zapped TCL and TK.  Unfortunately,
re-installing them (both) hasn't solved my problem....   :-(

The only thing I can think of is to install from a recent backup but it
would be nice to find out why this keeps happening when I install from
cygwin-ports.  This is by no means the first time.
