Another update:-

I've found a DLL called cygtcl8.4.dll but gbd doesn't recognise it.  If I
try to be clever and rename the DLL to tcl84.dll, gdb then gives me this
error:-

"The procedure entry point  TclWinGetTclInstance  could not be located in
the dynamic link library tcl84.dll"

My first guess is that something (probably QT4) has overwritten this library
with an older or newer version.
