I agree -- getting that set up is a much bigger hurdle -- really, 
Windows installers are critical for packages that have to be compiled, 
so that people without a compiler can use them.

Doesn't Enthought build their own anyway?

Now that would be great! I don't know why, but installing MinGW always 
seems to be far more of a pain than it should be.
