I don't think bundling MinGW with cython for Windows is a great idea. shedskin had mingw bundled and it works ok for getting started, but it's not useful for customization, adding libraries and so on. But to get MinGW properly installed in "program files" or whichever location the user wants, and setting it up properly seems a lot of work, which might be more appropriate for pythonxy, or other distributers, especially, since it has to be done only once, and doesn't need to be updated with cython. And with several copies of MinGW installed, it's always a pain to make sure the right one is on the Windows path. I don't think I had any problems when I used the official MinGW/msys package installers the last time. (I would be happy enough when the options in pyximport pick the right compiler so that the current hacks are not necessary anymore.)
