I checked and I think you are running into an issue with stack builder (or 
stackbuilder not sure of the spelling).  It appears that a reinstall fixes the 
issues.  If you check the website forum at enterpriseDB you will note most of 
the question come from Linux users but information in general still applies or 
it pays off read the linux responses too.

If you continue to have trouble with the windows install let me know and I 
will test it on a windows and see if I can reproduce your issue.
