I do, and I never saw this window (using Windows 7 and PostgreSQL starting with 8.4, now 9.0). Never saw anybody complain about something like that either, but I'm only using the german PostgreSQL forum. And I don't think starting a Windows service should ever open a command window. Perhaps looking at the properties of the service could clear this up.
