You could simply declare that different user-defined patch types don't
commute at all.  Then if you have a single file that contains both
LaTeX and XML, you're in trouble, but then, you'll have asked for it.

The only things a user would need to declare are:

  - how to apply a patch;
  - how to inverst a patch.
