I'm on git version and can't confirm your problems.
Any compile errors?

I am using multiple layers but .... when the wavelet scale is OFF no replacement heal is being made at any level ... if the wavelet scale is turned ON the replacement is being correctly made. Regardless of using the module with the wavelet scale on or off, no change is made to the base image.

Eventually somebody working on the git version will also see the problem.

Perhaps it's more that if you work only on one layer, you only remove part of
the blemish, as each layer only represents part of the image.
The retouch module does a decomposition of the image, with each layer
representing a different "scale" of detail.

And this is visible in your corrected image: yes, the sign is still there, but
_unsharp_, i.e. you removed a part from the blemish: the high-frequency
details

It's a bit as if you work on only one colour layer: you can remove the blemish in the red channel, but it will still be visible in the green and blue layers,
so it will be visible in the final image.
