Darktable will apply the preset just fine: if you open it, you'll see it's there. If you try to export it without ever opening the image in the darkroom, your preset will be applied fine. However, for sake of efficiency, darktable, by default, does not compute a thumbnail for each imported image. There's a setting to override that, if it's really important for your use-case: it's called "don't use embedded preview JPEG but half-size raw".
