I am using PopOS 20.04 (ubuntu based)
I am also using crop and rotate (but I have seen it in the new crop
module too)
Even now (the image is fully extended) and can't capture with the
hooverning but it should crop.
For the test - I deleted the complete history and tried (this time with
the crop module).
As I said - it is not consistent. Sometimes it works and sometimes it
does not.
As soon as I changed from perspective to rule of third it worked.

It might help if you identify your O/S and other characteristics. I'm
using 3.6 on both Windows 10 and Ubuntu 20.04 and don't experience this
issue.
