My perception is that the "in" temperature can be used to indicate
what temperature the camera or you perceived at the time the picture
was shot, while the "out" temperature is what you desire for the final
picture.

If you don't want to change the color temperature that you see, just
leave them both at the same value.  Any color temperature change is
really the difference between the "in" and "out" values.  No
difference => no change.
