Inherits from DT::whatever::US, adds it own holidays and overrides Columbus Day because Hawaii doesn't observe it, etc.

Or is Hawaii just a special case and most states follow the federal Holidays?


No, I think many states will be equally "special" cases. As I said in another earlier note, when you get down the level of a "consumer" of calendar information, you may need to know when the holiday is "celebrated" versus when it is "observed" and then if your organizational level actually "observes" the holiday.
