Actually, DBD::Pg maintenance has been taken over by Bruce Momjian, on of the PostgreSQL core developers. He set up a "GBorg" project page for it (with CVS access and the rest) here:

You can sign up to be a developer, too, a la SF.

I've submitted a number of patches to add meta-data support to DBD::Pg
(which I'm using in a locally modified version). I'll resend them to the
new maintainer if needed.
I just asked Bruce where you should send them. He suggested the new DBD-Pg mail list. Here's the subscription page:

I've my first project going live on Oct 28 using PostgreSQL, Perl with
DBD::Pg, and PHP ...
