You aren't really an end-user, though. You're somewhere in the middle.
This is a message from inside the mail system saying, "Hey, the client
might be experiencing slowness, and this is a possible symptom, so the
mail administrator is going to need to take a look at this."

You can adjust the query time escalation thresholds with the following
dbmail.conf options that take integer arguments (number of seconds):

[DBMAIL]
query_time_info
query_time_message
query_time_warning

These default to 10, 20, and 30 seconds, respectively. I think if you
just raise the warning time you'll be fine.
